Complaints
A caller reported at 8:22 a.m. on Wednesday that someone on Washington Street has a fake dog and bowl around a lamp post and her 88-year-old mother wasn’t able to get out of her car with it in the way. She stated she asked the store owner nicely to move it but they yelled and accused her of bullying.
A caller reported at 12:18 p.m. on Wednesday that the hood of his motor vehicle was “gouged out by his brother.” He stated he was driving down Front Street and his brother was walking with keys in his hand. He stated the brother then reached up and gouged the car as he was driving by.
A walk-in reported at 2:15 p.m. on Wednesday that she thinks she is the victim of a Facebook scam. She stated she was being asked to marry someone.
A caller reported a strange car in the area of Shepard Street and Turner Road at 3:05 p.m. on Wednesday. He stated it was a cab driver who dropped off a student and a mother but he felt it was suspicious.
A caller reported at 5:50 p.m. on Wednesday that she drove past a woman on Lime Street who looked like she was parked in an odd way and bent forward. She stated it was an older woman. Responding officers reported the driver was just waiting for her grandchild.
A caller reported at 7:29 p.m. on Wednesday that there was a child on Vine Street who was yelling and screaming. Responding officers spoke with a father and daughter who stated they were having a verbal argument.

Arrest
Allen M. Pierce, 23, of 234 Washington St., Apt. B, was arrested on Wednesday at 12:24 a.m. following a report of a fight in progress at the 7-Eleven at 79 Lowell St. on charges of assault and battery on a police officer and disorderly conduct. Prisoner was taken to Lahey Hospital & Medical Center to be checked out and then brought to jail.

Solomon Russinoff, 26, of 15A Linden St., Allston, was summoned following a motor vehicle stop at Rizzo’s Roast Beef at 178 Lynn St. on Wednesday at 1:08 p.m. for operating an unregistered and uninsured motor vehicle.
Wellington Lopez-Castillo, 39, of 17 Highland Ave., Lynn, was summoned following a motor vehicle stop on County Street on Wednesday at 2:40 p.m. for operating an uninsured motor vehicle with a suspended license and revoked registration.

Motor vehicle crash reported at 8 Sewall at 16 Holten streets on Tuesday at 5:01 p.m. Officer reports no injuries and no vehicles towed.
Caller in a 2017 black Rav 4 pulled over on the side of the road following a hit and run crash on Wednesday at 7:53 a.m. Officer reports no injuries, and the suspect vehicle was a gray sedan. Officer checked the area, cannot locate the reporting party and checking the surrounding areas. The officer stated that there was no damage and no suspects.

A 911 hang up call was received from a cell phone at 50 Warren St., Apt. 203 on Tuesday at 3:10 p.m. A message was left on the voice mail. Officers checked the residence and there was no answer. The resident was contacted and she stated that she is no longer home and she is not sure how the number was dialed.
A Bank of America employee at 189 Andover St. reported one of her customers has been a victim of fraud on Tuesday at 4 p.m. The customer sent money through an account through TD Bank and Bank Of America stopped a transaction that the customer was trying to make with them.
Parking complaint of a motor vehicle parked on the lawn at 19 Cedar Grove Ave. on Tuesday at 4:30 p.m. Officer reports the matter was resolved.
Caller from 5 West Diane Road reported his son’s phone was stolen from the skate park on Tuesday at 4:32 p.m. The officer will document the lost or stolen cell phone and forward his report to the School Resource Officer for it to be followed up.
A report of wires down in the area of 2 Jacobs and 44 Central streets on Tuesday at 6:07 p.m. The Peabody Fire Department was notified.
Summons delivered to 199 Lynn St., Apt. 2 on Tuesday at 7:49 p.m.
Officer checked on a person walking in the driveway at 16 Margin St. on Tuesday at 8:51 p.m. Person fled between the houses when officer approached. A check of the rear shed at that address found no one. Officer reports other units will monitor the area.
Caller reports a group that has been outside of 7 Spring Street Court for several hours being loud and a woman urinating outside on Tuesday at 9:38 p.m. The group went back into their apartment for the night. A follow-up call came at 11:47 p.m. to report the same group of youths being loud in the rear parking lot 2 Summer and 16 Foster streets. Officer reports they were sent on their way.
Clerk at the Holiday Inn at 1 Newbury St. advised a female is banging on room number 247 wanting to get inside to speak to her husband but he is not opening the door on Wednesday at 12:51 a.m. Officer reports the wife was able to make contact with the husband and he was fine, just a heavy sleeper.
Area check requested about a man standing by his car on Blair Terrace on Wednesday at 1:40 a.m. who does not reside in the neighborhood. Possible vehicle parked unoccupied in front of 14 Blair Terrace with Massachusetts license plate 1FEW75. No details provided.
Missing stop sign reported at the intersection of Franklin and Chestnut streets on Wednesday at 7:52 a.m. Officer reported it to the Department of Public Works.
Resident reported her son missing on Wednesday at 9:17 a.m. The missing person is a 6-foot tall black man with developmental delays and a history of seizures. He was last seen in Peabody wearing a black and gray sweatshirt, dark blue jeans and sandals. The officer checked a friend’s address at 16 Crowninshield St., Apt. 316, at 15 Hingston St.; Hair Hut, and another barber shop on Main Street, but he was not at any of those locations. A be on the lookout was issued. Northeast Arc reported he was located by an employee and is on his way back to 81 Main St.
