Craig A. Boutin, 47, of 14 Reed St., was arrested on two non-Marblehead warrant charges at 12:02 p.m. on Tuesday.
Saul Rudy Perez, 29, of 63 Laurel St., Lynn, was arrested and charged with unlicensed operation of a motor vehicle and failure to yield at an intersection at 11:13 a.m. on Tuesday.
Complaints
A caller reported at 1:20 p.m. on Tuesday that he owns a store on Humphrey Street and when he arrived for work he noticed one of his employees sitting outside and crying. He stated he attempted to ask her questions about what was wrong but she was unresponsive. He stated she ran into the bathroom and began crying again. First responders arrived and transported the female to North Shore Medical Center.
A caller reported two boats were parked in a bad spot at the intersection of Abbot Street and Ramsdell Road at 2:15 p.m. on Tuesday. Responding officers contacted both of the boat owners.
A caller reported at 2:53 p.m. on Tuesday that his launch service shut down because of the wind and he was stuck on his boat in the Salem Harbor. The harbormaster responded and brought them to the Village Street dock at 3:32 p.m. on Tuesday.
A walk-in reported at 4:18 p.m. on Tuesday that they heard a loud bang outside their house on Gerry Street and were concerned someone was in the house. Responding officers stated the house was clear.
A caller reported that a tree on Cedar Street came down and took wires with it at 4:40 p.m. on Tuesday. Electric Light was on scene and cleaned it up by 5:53 p.m. on Tuesday.
A caller reported he heard a female screaming on Stonybrook Road at 5:37 p.m. on Tuesday. Responding officers found the apartment, where a mother and her ninth grade daughter reside, and reported the young girl was the one screaming.
A caller reported loud music on State Street at 9:05 p.m. on Tuesday. Responding officers could hear the music and saw the house’s door was open. They made entry and advised the homeowners to turn it down.
A caller reported a loud outdoor party on Elm Street at 10:40 p.m. on Tuesday. Responding officers advised them to turn it down and bring the party inside.

A caller reported at 6:44 a.m. on Wednesday that her friend was staying at her condo on Washington Street and his red motorcycle was stolen overnight.

Summons
Valesca E. Sacherski, 37, of 95 Prospect St., Apt. 5, Gloucester, was summoned on Monday at 4:49 p.m. after a caller reported a 2003 Honda Accord was swerving on Washington Street and turned onto Lynn Street and charged with operating an uninsured motor vehicle with a suspended license and a revoked registration. All-Star Towing towed the vehicle.

Two-car crash reported at 15 Lynn St. on Tuesday at 5:44 a.m. Officers checked the area, vehicles were gone upon arrival. Crash occurred over the city line on Broadway in Lynn.
Car into a Verizon pole at 73 Tremont and 36 Union streets on Tuesday at 10 a.m. Verizon notified. Operator taken to Salem Hospital. Vehicle towed by All-Star Towing. Officer will document.

Report of a Labrador Retriever wandering in the front yards at Posh Nails & Spa on Tuesday at 11:30 a.m. Animal control officer reported the animal was gone upon arrival.
Animal control officer issued and mailed a $75 fine for the two unlicensed barking dogs to 7 Cardigan Road on Tuesday at 12:17 p.m.
Caller complained about Toto, a small dog from 10 Baldwin St., that ran out of its yard and bit his pant cuff on May 17. There was no exposure. Citation was issued and mailed to Irakli Qirjazi with copies of the leash law and license application.
Marlon, a cat from 3804 Woodbridge Road, was reported missing on Tuesday at 3:03 p.m. On callback, she said he had been located.
Caller from 48 Washington St., Apt. 2 reported her cat, Becky, missing on Tuesday at 3:49 p.m. The white, gray, tan domestic short-hair was last seen on May 18. She is not microchipped and is not wearing a collar.

Employee of Town Variety at 116 Central St. said a man is begging customers for money and cigarettes on Monday at 7:11 p.m. Derek Smith was given a no trespassing written order by the employee.
Report of a suspicious dark colored pickup truck of unknown make and model circling the Baldwin Street neighborhood multiple times on Monday at 9:08 p.m. Officer spoke to the operator who was returning home to a nearby street.
Suspicious activity reported at the Peabody House at 18 Walnut St. on Monday at 11:28 p.m. Caller said an unknown person was banging on the door. Officer reports the door is locked. The reporting party’s phone went to voicemail.
Fight in progress in front of 63 Pierpont St. on Tuesday at 12:26 a.m. Officer reports the matter was a past assault with one party having left the scene prior to police arrival. None of the parties wish to file charges.
