Dustin Holmes, 29, of 20 Peach St., was arrested on warrant charges of failure to stop or yield, shoplifting by asportation, and charged with a default warrant and possession of a Class A drug at 7:21 p.m. on Thursday.

Brayan Mendez, 23, of 37 Beacon Hill Ave., was arrested on warrant charges of assault and battery with a dangerous weapon, assault and battery, and charged with a straight warrant at 6:28 p.m. on Thursday.

Complaints

A caller reported a water break on Commercial Street at 12:22 p.m. on Thursday.

A caller reported he went for a walk at 12:29 p.m. on Thursday and there was a car blocking a hydrant on Village Street. Responding officers tagged the vehicle.

A caller reported a car on the white lines at Washington Street at 12:36 p.m. on Thursday. The caller asked the woman to move her vehicle and she said she would not, then walked away.

A caller reported water pouring from the side of a house on Tedesco Street at 1:03 p.m. on Thursday; at Ocean Avenue at 1:46 p.m. on Thursday.

A walk-in reported a low Verizon wire at Washington Street at 1:44 p.m. on Thursday. It was pulled down and placed off to the side.

A caller reported her and her husband were out walking at Franklin Street at 1:54 p.m. on Thursday and saw a woman sleeping in her car. She stated they were concerned that it was too cold for that and they could not tell if the car was running. Responding officers spoke to the woman who stated she was hunched over writing a check in the car and she was pleased to know someone called with concern for her.

A caller reported two elders fell outside on the steps on Pleasant Street at 2:10 p.m. on Thursday.

A caller reported at 5:22 p.m. on Thursday that a very small person broke into her house on Franklin Street two days ago and stole a pumpkin. She stated she can’t remember her name but knows that the “suspect lives in Salem” and she has previously made a complaint against her for other things.

A caller reported a tree limb in the middle of Waterside Road at 11:59 p.m. on Thursday.

Arrests

Oscar Adan Flores, 35, of 80 Proctor Ave., Apt. 1, was arrested on warrant charges.

Kara Marie Barowski, 30, of 202 Powder House Boulevard, Apt. 1, Somerville, was arrested and charged with receiving a stolen motor vehicle, leaving the scene of property damage, and operating a motor vehicle with a suspended license.
