SWAMPSCOTT – Next month, the Department of Education is scheduled to conduct a Coordinated Program Review of the schools in town.Superintendent Matthew Malone said members of the DOE would visit the schools May 8 through May 16.According to Malone, the DOE routinely conducts the visits to satisfy federal and state requirements calling for periodic review of specific education programs and services in schools throughout the state. The DOE Coordinated Program Review process will look at special education, civil rights and ESL programs. After reviewing school district procedures for the three programs, a DOE team will make its onsite visit in May. During the visit, the team will review individual student records, interview staff and observe instructional sites. After the onsite visit the DOE will prepare a report for the superintendent and School Committee with detailed findings for each program.Malone said he believes the Program Review would be a positive experience for staff members and the subsequent report would be useful in planning for the continued improvement of educational services for all students.Malone said the DOE uses a rating scale, which ranges from “commendable” to “not implemented” and it would rate the implementation of each requirement reviewed by the DOE. If the district is found to be lacking in regards to meeting the requirements, Malone said the district would be required to propose corrective action to bring the district into compliance with state and federal requirements.According to Malone, districts and schools are encouraged to incorporate the corrective action into their district and school improvement plans and professional development plan. He said the DOE offers technical assistance in developing a corrective action plan if one is required. The Coordinated Program Review allows parents and other interested parties an opportunity to be interviewed by the DOE team. Any member of the public may request to be interviewed by telephone by a member of the department’s visiting team by calling Malone’s office at 781-596-8800 or they may call the Department of Education directly at 781-338-3739.A member of the visiting team will contact each person desiring an interview within two weeks after the completion of the onsite visit. When the DOE report and corrective action plan are complete, the information is public record. Final reports will be available on the DOE Web site at www.doe.mass.edu/pqa/review/cpr/reports.
