PEABODY – Wiggin Auditorium was relatively quiet Thursday night as City Councilors met for their regularly scheduled meeting. Only two topics managed to raise the temperature in the room up to lukewarm: a recessed special permit request and a motion made by Councilor-at-Large Anne Manning in regard to meeting agendas.New Hampshire resident Richard A. Hetherington was finally granted his wish to move his high-end auto service and repair shop from its current location on Route 1 to the industrial park located on First Street. Hetherington said he primarily deals with Porsche, Audi, and Volkswagon models in particular. He said the new location would “afford him more interior space and parking, as well as a more aesthetically pleasing presentation of his services.”When Hetherington first approached the Council, several members had reservations about the appropriateness of the site. Councilors James Liacos and Barry Sinewitz were particularly concerned about what another auto shop would do the industrial park, a site they envisioned with less obtrusive businesses. The two councilors decided to visit the site, where a former auto business once existed, to see for themselves how Hetherington’s business would affect the area.After reviewing the location last week, both Councilors announced Thursday that they fully support Hetherington’s move.Liacos said he’s “satisfied it’ll be non-obtrusive” and “professionally run.”Sinewitz was “very impressed” with the site and would approve the request, so long as several conditions are addressed. He motioned that all cars be stored indoors after hours; tow trucks be prohibited from parking on site; and when and if a new owner takes over, they must come before the Council for approval. His motion carried.With an 8-2 vote, Manning’s motion to amend the current Council rules to receive agenda packets on the Friday before a meeting, rather than Monday as it currently stands, carried after minor discussion.”It just isn’t remotely enough time,” she told the Council. Manning said she’s concerned with giving proper attention to the important information.The deadline to submit notices for the City Council agenda is now 10 a.m. on the Friday before the scheduled meeting, which will give Councilors additional time over the weekend to familiarize themselves with its content.
