SAUGUS-Dust off the Town Charter and sharpen the number two pencils – the Saugus Charter Commission is ready to get down to work.The newly elected committee will hold its first meeting Thursday in the first floor conference room in Town Hall at 7:30 p.m.On Nov. 6, nine residents were elected to the committee that is charged with the task of examining the town’s charter. The charter has not been looked at since 1981 or seen substantial changes since the Special Act Charter was established in 1947.In 1981, the charter issues focused on whether the community should change from a town to a city. It resulted in volatile debates, which left scars that are clearly still sore spots today.Peter Manoogian, who spearheaded the drive to get the charter question on the ballot, said the review is not about turning the town into a city. He said essentially the commission is not about form as much as it is about process, function and responsibility.Many said they were running simply because they thought it was time to review the charter and perhaps bring it into the 21st century.Committee member Albert Diotte said he looked forward to serving largely because if he didn’t try to do something about the way the town is run, then he had no place complaining about it.The commission’s job on Thursday will be to introduce members, elect officers, establish rules of procedure and review relevant legal requirements for the commission.The commission will also set up a meeting schedule, determine the date of the first mandated public hearing and then begin the review and analysis of the Special Act Charter. The first public hearing must be held within 45-days of the election.Manoogian said there would also be an opportunity to hear from members of the public who wish to stop by and voice an opinion or concern.
