MARBLEHEAD – The School Committee did a lot more than a bare-bones discussion of school issues with its new superintendent of schools Tuesday. It actually stayed two hours after the scheduled end time to keep the discussion going.G. Paul Dulac, who took over as school superintendent July 1, talked about philosophy and practice at the committee retreat at the Marblehead Veterans Memorial School – and the committee gave him its complete attention.”This is more substance than I’ve heard in the last six years,” said committee member Jonathan Lederman, known for his frequent pointed questions at past regular meetings.As a result, the retreat, which began at 8:30 a.m., ran until 2:30 p.m. – the length of a school day. It was scheduled to run until 12:30 p.m.Dulac told the committee he expects them to communicate his changes in school philosophy to their friends and associates in the community.That was one of his four recommendations for the School Department’s 2007-2008 strategic goals. The committee is expected to decide the core educational values for the year and choose goals before its first meeting of the year, Sept. 6. Dulac’s other proposed goals were a Strategic Plan, a Facilities Master Plan and maintaining a balanced budget.He said the Fiscal 2008 budget is “so tight ? we don’t have money to take from Peter to pay Paul. We still have some flexibility but we’re very limited. I don’t want to hold out any hope that cuts that were made this year can be returned.”While Dulac began his presentation talking about educational philosophy – how he wants Marblehead children to become inquisitive lifelong learners so they can compete internationally with their counterparts in China and India – he grounded his presentation with plans for his first 50 days, his first 100 days and his first five years, drawing on his experience as an educator in China.Dulac is already well into the 50-day list, including meeting with school administrators and curriculum directors and reviewing school improvement plans, special education plans and the Fiscal 2008 school budget. He said he expected to have that list complete by Labor Day.Plans for his first 100 days, which will take him through late October, include developing teacher teams at all schools, formulating a three- to five-year Strategic Plan, communicating with teachers and the public, maintaining weekly meetings with all principals and starting work on the Fiscal 2009 budget.His five-year plan included teaching philosophy to children in kindergarten through Grade 6.”Kindergarten children are the most open-minded people in the world,” he told the committee.His five-year plan also includes seminars in the Socratic reasoning method, regular writing assignments, especially non-fiction and an independent program for advanced students, all at Marblehead High.He did not expect his proposals to add to the operating budget.”There are a lot of things we already do, we’re just infusing this little piece,” he said.Dulac warned the committee he expects Marblehead teachers to inspire their students to learn and he’ll be making regular classroom visits.”If I go to a classroom and I see a kid with his head down I go ballistic,” he said. “A teacher should inspire every child to learn.”
